Why don't players with higher ranking play those players with lower rankings?
I have tried to play games with players with rankings of 1600 and up and they never accept a game.

The reason is very simple. A higher ranked player has more to lose than a lower ranked player. I think it's unfortunate but that's the way they set it up. I play lower ranked players but only unrated games. I tried playing rated games but get a beating if I lose. Then its a long way to climb up again.

The ranking system is almost irrelevant. For one thing people play non-ranked games against weaker opponents which makes it very difficult to move up. More significantly, a lot of the money players lose non-money games on purpose to fool prospective opponents into believing they are not as good as they really are.
Money games and non-money games should be ranked separately and non-ranked games should not be allowed.

According to the statutes of most states in the United States, gambling is defined as: "risking something of value upon the outcome of a contest of chance". (Also see No Gambling!). The skill (as opposed to chance) is predominant in games of skill. Playing games of skill for $prizes, therefore, has nothing to do with gambling as it is not a contest of chance -- the more skillful player will win far more often. The chance element of a 'gamble' is either insignificant or missing. When players compete in tournaments or games of skill for $prizes -- it is "competitive entertainment" rather then "gambling". The more skilled winner will always win more matches, tournaments and $prizes.
