How to inform?

Is there anyone to whom we can inform some mad people? There are many people joining these games and if they lose, they just leave without resigning if they are sure that they will lose and then you have to wait 5 minutes to get your points. There must be a little authority to avoid this. And 5 minutes is too long.

You can inform GameColony via Contact Us of any particular incident.
By the way, we fully agree that in case some bad sport is losing by 90% or so and disconnects on purpose ... 5 min of waiting for him is way too long.
Within approximately 24 hours, we'll announce what we did to prevent this from happening.

during one game i had a winning roll immediately after doubling .my opponent then stopped rolling until there was 2 seconds remaing on the clock. and repeated the behavior several times(so the next three moves took 14 minutes and 54 seconds)!Is there a way to avoid this situation (aside from banishing offenders)?

To avoid this problem completely, you can play $Ticket or Ladder games only.
In $Ticket or Ladder games, GameColony counteracts the impoliteness of those 'bad sports' who make their opponents wait (with multiple reconnections, etc.) when their games are 'almost' lost
Instead of constantly taking administrative measures against such impolite players, we have introduced a system that upon a player's disconnection evaluates the chances to win. If chances to win for a disconnected player are less than 15%, then his/her opponent should not have to wait for the full reconnection time(s) to expire. Instead, the win will be awarded upon a single move expiration time.

According to the statutes of most states in the United States, gambling is defined as: "risking something of value upon the outcome of a contest of chance". (Also see No Gambling!). The skill (as opposed to chance) is predominant in games of skill. Playing games of skill for $prizes, therefore, has nothing to do with gambling as it is not a contest of chance -- the more skillful player will win far more often. The chance element of a 'gamble' is either insignificant or missing. When players compete in tournaments or games of skill for $prizes -- it is "competitive entertainment" rather then "gambling". The more skilled winner will always win more matches, tournaments and $prizes.
