Idea for Ladder Challenge

I love the top twenty on the ladder and the idea behind it, but there tends to be one slight flaw: almost nobody ever challenges anyone on the challenge board. I realize there are a number of reasons behind this. For starters some just go ahead and play whoever is on, time differences between players, differences in length of time for game, etc. But I also believe some are just content to make the top twenty and there really isn’t that much incentive to challenge. I propose that you keep the top twenty the way you have it, but extend the challenge list to the top thirty, thirty-five or forty people. The newly included people who are not in the top twenty would only have the power to challenge, while not being able to be challenged for their spot because they are not in the top twenty. I think the newly included people would cause an incentive for more challenges to be posted on the challenge board.
Just a friendly suggestion.
Thank you

At GameColony.com you can play games of skill only -- play for free or play for $prizes!.
According to the statutes of most states in the United States, gambling is defined as: "risking something of value upon the outcome of a contest of chance". (Also see No Gambling!). The skill (as opposed to chance) is predominant in games of skill. Playing games of skill for $prizes, therefore, has nothing to do with gambling as it is not a contest of chance -- the more skillful player will win far more often. The chance element of a 'gamble' is either insignificant or missing. When players compete in tournaments or games of skill for $prizes -- it is "competitive entertainment" rather then "gambling". The more skilled winner will always win more matches, tournaments and $prizes.
