Strangely enough, this riddle was debated in the English parliament only last Tuesday week. A suggestion was made and the matter went to a vote. The voting was: ayes - 356, and noes - 123. Thus, the official response to your question is: the indigo bunting.

Could be.....but wasn't the answer I was looking for. The answer I wanted was....a peacock (3rd 'eye') being in it's tail.
